The Tax Collector is appointed by and serves at the pleasure of the Board of Directors. The position administers the District’s fire tax billing and collections, maintains reliable account records, responds to taxpayers, and gives the Board timely information about receipts and overdue accounts. This draft describes the Tax Collector role alone; any additional administrative duties should be approved separately by the Board.
Core responsibilities • Obtain the certified property tax roll from the Town of Richmond Tax Assessor; prepare and mail District tax bills using that roll and the tax resolution approved by District voters. • Receive and record tax payments accurately across approved payment channels. Maintain a complete, current record of assessments, payments, adjustments, interest, and overdue accounts. • Deliver taxes collected to the District Treasurer as received, following the District bylaws and approved cash handling procedures. Coordinate regularly with the Treasurer to resolve discrepancies between collection records and deposits. • Prepare a monthly written report of tax revenue received and overdue accounts; distribute it to Board members before or during each monthly Board meeting. Provide supporting information for audits and year end reporting. • Calculate and administer overdue interest and collection activity in accordance with the District charter and applicable Rhode Island law; refer contested assessments, abatements, and material enforcement decisions to the proper authority. • Answer taxpayer questions by phone, email, and appointment; provide accurate account balances, payment instructions, and explanations of District tax bills while safeguarding personal and financial information. • Maintain orderly records and procedures so the Board, Treasurer, auditor, and an authorized successor can trace and reconcile collections and outstanding balances.
Qualifications and capabilities • Demonstrated experience in bookkeeping, accounts receivable, municipal or district tax administration, or another role with accountable handling of public funds. • Ability to work accurately with property tax rolls, account records, spreadsheets or tax software, and written financial reports. • Strong organization, sound judgment, confidentiality, and courteous communication with taxpayers and District officials. • Availability to complete the annual billing cycle, monthly reports, and public contact duties on the schedule approved by the Board. • Ability to meet any applicable bonding, oath, and appointment requirements before assuming duties. District residency is not required under the 2018 charter amendment. Appointment and working arrangements • Appointed by the Board of Directors; reports to the Board and works closely with the Treasurer and Town Assessor. • Work location, regular public office hours, expected weekly hours, compensation or stipend, employment classification, and start date: to be set by the Board before recruitment. • Peak workload occurs when the certified roll is received and annual bills are prepared and mailed; monthly reporting, payment posting, account support, and delinquent account work continue throughout the year.
